nginx-util: fix issues and cleanup
* fix regex capture (to conform std)
* fix issues for Clang/libcxx (warnings/includes)
* fix CONFLICTS in the Makefile
* use /bin/sh in host scripts and shellcheck them
* add callback for setting arguments in ubus::call
