vallumd: point PKG_SOURCE_URL to Codeberg
The github repository has been archived; the project is now hosted on
Codeberg. Update the PKG_SOURCE_URL accordingly.
Gitea doesn't seem to add a version suffix to the directory in the
tarball, so use a custom PKG_BUILD_DIR.
