2007-12-25 Tatsuhiro Tsujikawa <tujikawa at rednoah dot com>
Changed the default value of PREF_PEER_CONNECTION_TIMEOUT and
lowestSpeedLimit in ActivePeerConnectionCommand. TODO: Make them
command-line options.
