Fixed assertion error if --retry-wait is used

In CreateRequestCommand, if Request object returned from getRequest()
is still sleeping, CreateRequestCommand pools it back but still holds
its reference. This makes assertion error in
UnknownLengthPieceStroage::hasMissingUnusedPiece() from
AbstractCommand::execute().
